The original NALC emerged from an effort to respond to educational and youth-development challenges in Miao and the remote Vijaynagar circle.
The Problem Identified · 2021
Taking charge as Additional Deputy Commissioner (ADC) of Miao in February 2021, Singh observed severe educational bottlenecks across Miao and the cutoff Vijaynagar circle—high secondary dropout rates, poor pass percentages, and rising youth substance abuse, paired with an absence of functional libraries or exam preparation facilities.
Architectural & Pedagogical Shift
Drawing on his engineering background, he avoided traditional sterile government reading rooms. Instead, he conceptualized NALC as a free, ergonomic, cafe-style hub featuring modular light wood furnishings, beanbags, sound-insulated competitive study pods, high-speed Wi-Fi, tablets, and curated book collections for all age brackets.
Convergence Model
He integrated local schools within 500 meters so their mandatory library periods were conducted inside NALC, instituted weekly documentary screenings, and organized mentorship sessions with civil servants and subject experts.
National Honor
NALC was recognized through the Prime Minister’s Award for Excellence in Public Administration (Innovation – District category), conferred on Civil Services Day in April 2023 by Prime Minister Narendra Modi.
